With reference to The Theory of Human Rights in my current book Government for a New Age (2020), firstly, land is not owned, it is held. Therefore, a group may move to another part of the planet but are subject to resistance by the group who already live there. If that group has the strength, they may repel the invasion but otherwise must adjust to the newcomers. Secondly, every person has an equal claim to what Nature/God has provided. That implies that Palestine should be divided into two parts for the two entities, based on land (not buildings) measured by value, being accorded to each group according to their numbers. Ownership of man-made things would be retained by owners but swaps could be expedited by computers.
